The Highly Capable Program recognizes that all learning needs a foundation of basic skills, content, and learning strategies, and that students have different needs and learn at different rates. In order for a highly capable student to reach his/her potential, the program supports classroom differentiation strategies and offers a menu of enrichment activities as a supplement to the regular school program.
Building on the Response to Intervention (RtI) model that is prevalent in many of our Bellingham schools, the district has a tiered service model that provides each highly capable student appropriate services and support. This model calls for varied intensity of support based on the unique learning requirements of each child. Raising rigor and ensuring great teaching for all students is a strategy from the Bellingham Promise that is key to the success of all students, including our highly capable students.
