Application process and timeline for non-resident transfer students

A Message from the Department of Teaching and Learning 

The window to apply for a non-resident transfer into Bellingham Public Schools opens Feb. 15, 2020. 

Non-resident transfer acceptance into the district is for one academic year only. All non-resident students become inactive at the end of each academic year, and families must re-submit a transfer request form each year for continued enrollment in Bellingham Public Schools. Please follow the steps below to re-apply. 

Annual Application Process 

Step 1: Submit the Choice Transfer Form 3140-1 to your resident school district or apply online via Washington State Choice Transfer Request Portal 

Step 2: Submit Non-Resident Transfer Request Form 3141 to your desired school within Bellingham Public Schools. 

Step 3 (for first-time requests only): If this is a new non-resident transfer request, you must submit Form 3141 along with the supporting documentation listed below to your school of choice: 

  • Current attendance and discipline reports from the resident district for the 2019-20 school year 
  • Current report card or transcript from the resident district for the 2019-20 school year 
  • If student is receiving special education services, current Individual Education Plan (IEP) and Special Education Addendum (SPA), if applicable.

We will accept early applications Feb. 15, 2020 through March 1, 2020. Applications submitted during this time period may receive a response as early as May 1. 

Kindergarten, sixth and ninth grade requests may not know acceptance status until mid-August or up to the fifth day of school.
